The most important sipgle factor in guaranteeing the effective pro tection of human rights - including economic and property interest- is that private individuals and groups be capable of maintaining a judicial action against any sovereign State causing them injury. Thus, individuals must possess the necessary locus standi at both the regional and international levels. A private individual must be able to prosecute an action before an international tribunal - in his own name - against an offending Government, particularly his own. Unfortunately, this necessary right of action was not recognized under traditional internatio nallaw. It is only very recently, since the adoption of the European Convention of Human Rights and the Establishing Treaty of the Common Market, that nongovernmental entities have achieved locus standi before international courts. As this book is being written, it is no longer valid to hold that only States are procedural subjects of international law. Nevertheless, it must - tragically - be conceded that individuals do not enjoy the same standing as Member States. This same generalization applies to the United Nations. Starting with the proposition that the individual is a subject of the Law, this book not only analyses examples supporting this viewpoint, but it concentrates on the more important shortcomings, primarily those existing within the Council of Europe, the European Economic Community, and the United Nations. Therefore, recommendations are offered as to the specific improvements that must be made.

This book describes recent multidisciplinary research at the confluence of the fields of logic programming, database theory and human-computer interaction. The goal of this effort was to develop the basis of a deductive spreadsheet, a user productivity application that allows users without formal training in computer science to make decisions about generic data in the same simple way they currently use spreadsheets to make decisions about numerical data. The result is an elegant design supported by the most recent developments in the above disciplines. The first half of the book focuses on the deductive engine that underlies this application, the foundations that users do not see. After giving a mathematical model of traditional spreadsheet applications, we extend them with operators to perform a number of relational tasks, similar to the user view of a database but in a spreadsheet context. Expressing this extension in a logic programming framework is a natural step towards giving it powerful deductive capabilities. The second half of the book deals with the user interface, the part of the application with which the user actually interacts. We review the elements of the graphical user interface of traditional spreadsheet applications and describe practical methodologies for designing user interfaces borrowed from the field of cognitive psychology. We then propose a design that conservatively integrates mechanisms for a user to take advantage of the new deductive capabilities. This is followed by the results of some preliminary usability experiments. The book will appeal to researchers and practitioners in the various areas underlying this work. The point of departure in the present book is that the decision makers, involved in the evaluation of alternatives under conflicting criteria, express their preferential judgement by estimating ratios of subjective values or differences of the corresponding logarithms, the so-called grades. Three MCDA methods are studied in detail: the Simple Multi-Attribute Rating Technique SMART, as well as the Additive and the Multiplicative AHP, both pairwise-comparison methods which do not suffer from the well-known shortcomings of the original Analytic Hierarchy Process. Context-related preference modelling on the basis of psycho-physical research in visual perception and motor skills is extensively discussed in the introductory chapters. Thereafter many extensions of the ideas are presented via case studies in university administration, health care, environmental assessment, budget allocation, and energy planning at the national and the European level. The issues under consideration are: group decision making with inhomogeneous power distributions, the search for a compromise solution, resource allocation and fair distributions, scenario analysis in long-term planning, conflict analysis via the pairwise comparison of concessions, and multi-objective optimization. The final chapters are devoted to the fortunes of MCDA in the hands of its designers. The research started in the late seventies, when I got involved in three different problems: the nomination procedures in a university, the evaluation of alternative energy-research proposals, and the evaluation of non-linear programming software.
