The U.S. Army Test and Evaluation Command (ATEC) is responsible for the operational testing and evaluation of Army systems in development. ATEC requested that the National Research Council form the Panel on Operational Test Design and Evaluation of the Interim Armored Vehicle (Stryker). The charge to this panel was to explore three issues concerning the IOT plans for the Stryker/SBCT. First, the panel was asked to examine the measures selected to assess the performance and effectiveness of the Stryker/SBCT in comparison both to requirements and to the baseline system. Second, the panel was asked to review the test design for the Stryker/SBCT initial operational test to see whether it is consistent with best practices. Third, the panel was asked to identify the advantages and disadvantages of techniques for combining operational test data with data from other sources and types of use. In a previous report (appended to the current report) the panel presented findings, conclusions, and recommendations pertaining to the first two issues: measures of performance and effectiveness, and test design. In the current report, the panel discusses techniques for combining information.

The squadrons activities are placed squarely within the context of both division and corps activities, which illustrates the fog of war, the chain of command, and the uncertainty of information affecting command decisions. The Road to Safwan challenges the myth that technology won the 1991 Persian Gulf War. Contrary to popular view, it was a soldier’s war not much different from previous conflicts in its general nature. What was different was the quality and intensity of the unit’s training, which resulted, repeatedly, in successful engagements and objectives secured. It is the story of the people, not the machines, which ultimately led this squadron to the small town of Safwan.

In the decades since Black liberation theology burst onto the scene, it has turned the world of church, society, and academia upside down. It has changed lives and ways of thinking as well. But now there is a question: What lessons has Black theology not learned as times have changed? In this expansion of the 2017 Yale Divinity School Beecher Lectures, Allan Boesak explores this question. If Black liberation theology had taken the issues discussed in these pages much more seriously—struggled with them much more intensely, thoroughly, and honestly—would it have been in a better position to help oppressed black people in Africa, the United States, and oppressed communities everywhere as they have faced the challenges of the last twenty-five years?
